Conflict of Interest (COI)

The California Political Reform Act of 1974 created the Fair Political Practices Commission (FPPC) which administers the act and ensures that public officials act in a fair, transparent, and unbiased manner when making governmental decisions. As a public institution, Cal Poly is required to adopt and enforce Conflict of Interest (COI) codes.

The FPPC and Cal Poly's COI codes require employees in designated positions to file a Statement of Economic Interest (Form 700) annually with the Office of Equal Opportunity, and complete Ethics Training within 6 months of assuming office and every two years thereafter.

The Civil Rights & Compliance Office is responsible for overseeing Cal Poly's compliance with FPPC regulations, the COI codes, and processing the annual Form 700 filings for the University.

Assuming and Leaving COI Position

When an employee assumes a designated Conflict of Interest position, they must complete and file an “Assuming Office” Form 700. When an employee transfers, resigns or retires from their designated position they must complete and file a “Leaving Office” Form 700.

Gifts and Tickets/Admissions to Events

In addition to the annual Form 700 filings, the University is required to report Gifts and Tickets/Admissions to Events given to or received on behalf of the University. Please click on the Reporting Gifts to Agency link in the COI Resources and Guidelines box to learn more and access the required forms.
